How it works

The first edition: 55 teams in four leagues (12 in League A and League B, 15 in League C and 16 in League D). The four League A group winners played the Finals in Portugal in June 2019. Group winners were to be promoted and bottom teams relegated, but UEFA enlarged the leagues for 2020-21: nobody went down, and some runners-up and third-placed teams went up too.

When teams are level on points, the results between them decide first (points, goal difference and goals in those matches), and only then the overall goal difference.
